Post game Tribunal Implementation? @Riot

Okay so, I have been trying to rank up to Silver 5 and I am continually getting trolled by players every time I get to bronze one. Team refuse to communicate and are intentionally building their characters in ways that are not conducive to the game or their position. It seems a lot are doing this on purpose and for them they see no ill effects until months down the line when riot FINALLy gives them a review. This system is completely useless for those of us who want to play ranked games without people just continually trolling our games. There is no immediate punishment.

So, what I am suggesting is that for those players who you would like to report there could possibly be a button of some sort on the scoreboard or wherever in game that would mark a player for review by his team(and possibly the other team) after the game end. In the post game lobby there could be a review of said players by his team(guilty/not-guilty). If found unanimously guilty there could be a penalty that is either instantly implemented(depending on how bad the infraction is like trolling/feeding) or one that would take a few games. After the point limit has been reached the system could implement a certain punishment to the player which would be an instant slap to the wrist rather than one that may or may not come MONTHS down the line.

Here are some suggestions:

Trolling/feeding/leaving could be an instant suspension from playing ranked or even the game in general(play button grayed out so that they can be in the client but not be able to play[a little torture for those little nasty buggers?])

Since people can get a little peed off after getting trolled for a few games in a row.. excessive swearing/verbal harassment(and other infractions) could be put on a point system. Each game this happens a few points could be tacked on to their account and if this happen up to 3 games in a set amount of time(depending on points[decay rates as well based off of games played and not time maybe? We know how people like to troll on one account then just jump over to a new one!]) then it would also be an auto-suspend by the system when the point limit is reached. These could be anywhere to a few hours or days even depending on the player and how often they are reviewed and found guilty.

These are just a couple things I thought that would instantly improve the behavior of the community overall and make the experience more enjoyable for everyone involved.
