Submit a support ticket. If you log in and see a chat log, it is the IFS. If not, submit a support ticket and ask why.

If you have chat logs (found when logging into the game client), then yes.

If you have an email specifying something else, then no.

If you have neither (or if you have the second), then you definitely need to submit a ticket to support to get more information.
