Riot/Arbiter/Whatever A little help please?

So a while back, a month or so ago, I received some very aggressive threats and insults from another player in the League of Legends community during one of my games for no particular reason other than that he was extremely angry. It started with your standard insults that could be brushed off and dealt with, and then quickly moved into extremely aggressive personal death threats and attacks on my entire family making several statements that while normally would be easy to ignore left me feeling absolutely awful. This player received reports from every other player in the game, as he was continuing his barrage in post game chat, and within minutes we received the message that said a player had been punished due to our reports. I took it a step further and submitted a ticket to Riot Games.

Here's how this plays into today. I have begun getting random friend requests from accounts which are very obviously throw aways, and have even been getting whispered by them the same insults and constant battering. This is continuing weeks after the fact and just moments ago I received another message from another throwaway account using the exact same insults and manner of writing. I'm getting really irritated by this, and am very upset that this is still continuing. I feel like I shouldn't even take the time to play the game if this person is going to keep creating throwaways and spamming messages at me, because ignoring and blocking them is getting tedious and quite frankly I don't feel like I should have to put up with this garbage anymore. I have a screenshot of the most recent message including the throwaway accounts name, but will not be posting it due to the obscene detail and offensive content of the message, if the screenshot would help in anyway I will send it through a designated means.

Just decline the friend requests.

That sucks. If I were you, I would just decline the friends requests as they come in and delete the ones you currently have. Then, I would put in a support ticket. People are right that client-chat isn't as much of a priority as other zones because it's an opt-in experience, but it doesn't hurt to file.

Have you considered a summoner name change? That would definately stop him. also don't accept friend requests from players you don't know.

Has happened to me before, Riot will tell you to stop accepting random friend requests. Nothing else

Before declining the friend requests, make note of the names, then send those in to Riot before deleting them.

If these are very frequent and are including threats against your family, you may have the option to request Riot help you in contacting local law enforcement and have the police pay this player a visit.
