Legit to Report instalockers? Will they be punished for that?

Hy everyone This is my 1st topic ever on the community. Why am i making this post? Cause i am tired as hell of people who take all the fun a guy wants to have in this game by instalocking You go blind pick, you pick adc, no one picked it, you pick kog mow, you lock everything is fine Then suddenly the guy who was 2nd pick top says "adc" and locks graves you say that you picked adc a long ago and he says "he doesnt care" the game starts and the first he does is complain to enemy team that he doesnt have a supp, goes bot lane, takes all the farm he can and "kicks" you out of botlane This is just the situation that happened last match. i am tired of players doing this. I just wanted to know if it legit to report and get punished by instalocking. I dont care if they troll or not. you are poayying a normal or ranked, doesnt amtter, you are supposed to enjoy the game and you have to deal with that guy. that just by locking taking your role will reduce the fun u expectd having playing it... Not to mention that if instalocking isnt negative attitude, i dont know what it is. I mean, everyone knows that if utell the guy that is 0/8 to stop feeding, and play safe. that you are flamming... (not telling the truth, flamming), If telling the truth rather you like it or not is sometimes considered negative attitude, then i think that instalocking and disturbing you game and fun is too. Even more negative and no... i never instalocked in my life... when i dont get what i want i simply pick supp - my main role, also the role usually is last pick.

Sorry for the post. just wanted to have an answer to that question and to leave my opinion. Its bad some people instalock as much as they breathe.
