The state of the report system

The state of the current report system is just not working. Inting and trolling has become far too common and its really sad to see. The reason I am making this post is because i got inted in my D2 promos. Over the last 3 months, I have reported a total of 3 people through a support ticket for inting, so my report score should be quite high, but this last one was the one that took it too far. As per boards rules, I wll not give you the names of the players i have reported, despite me having hard evidence Of the 3: All of them can play on their accounts and have not gotten banned, despite my report. I would like to go into detail with my most recent one, as it is the one I remember the best. So in champ select, the player in question asked for jungle and started spamming chat when no one responded. He then locks in Udyr and proceeds to run into lane and "pretend" to misplay at level 1, giving up first blood. All in all, he ended up going 0/10 with a total of 27 farm. Its just sad to see the state of report system is that even if someone were to troll or int, it just doesn't matter. I might just end up doing some "research" to see how many games of soft inting it would take me to get an account banned just to see how much you can abuse the system. Now before you say, "oh, hes just bad", keep in mind this game was played in the top 1% of the EUW ladder. And if Riot were to care about keeping their game competitive, i would say trying to clean up the higher parts of the ladder would be a start.
