I think if you have had a ban/mute you can't receive any keys or chests, but i think its possible that next season you will be able to receive the keys/chests.
its based off your "hidden toxicty" rating as well as how often youre reported. from what i understand even troll reports will bog down your account for hextech
lol who wants a lvl 30 account? i help alot of players and couch them, and this is my first actual ban for anything. havent even played a year
