Take away Permanent Ban

I do not believe a permanent ban is appropriate for toxic players. People who are toxic were originally people who loved the game but was soon conflicted by someone else's actions. To provide a better environment, Riot should permanently remove the chat option for those who can not prevent themselves from verbally abusing someone. Keep in mind that people do spend lots of money on this game, and banning their access to their account is rather unfair. Reports regarding trolling and afk should lead to permanent ban. But reports regarding toxicity should lead to permanent chat ban.

Time has shown that permanent chat restrictions don't work. Ultimately, quite a few people that would be hit by permanent chat restrictions would still end up permanently banned, because they resolved to other forms of toxicity once they could no longer chat.

People who are toxic are given multiple warnings to change their behavior. If they choose to ignore these warnings that is when the permanent ban comes out.

They are allowed a near infinite number of second chances with making new accounts. That's far more kind than I would be if I were in charge of player punishments.

This is blatantly untrue. Sometimes people are just assholes.

First of all, this doesn't prevent abuse. Those people would simply resort to ping spamming or griefing via gameplay, both of which are much worse options. Secondly, this does nothing but harm teamplay. There's a reason we don't have chat bans in the game, rather chat restrictions. Removing the chat entirely does nothing but arbitrarily cripple communication, you're not telling your tank to focus on MR over Armor via fucking morse code.

Keep in mind that people do spend lots of money on this game, and banning their access to their account is rather unfair.

I know people who have spent $1000+ on the game and they get banned for verbal abuse. Shouldn't they still have access to an account on which they spent a surplus amount of money to enhance their experience of the game? To prevent verbal abuse, they should take away their privilege to chat.
