Permanent ban before geting 3 restrictions

So, yesterday i got banned on my account ( which is lvl 24, because got banned on my main). It was a permanent ban, after a 14 day suspension , but shouldnt't riot perma ban players who have had 3 suspensions , not 1 ? Because i wasn't toxic in the games... been playing more than 2000+ hours in the game... have put more than 750€ into the game... ( into both accounts). But yet the riot bans the ones who just talk in chat ?... wht's up with the insta-ban program?? im just thinking it's broken ... because geting permanent ban for just talking in chat and telling AFK players or Intentional feeders to go away and not feed is kinda ridiculous!
