My friend's account was hacked/stolen and is now sending me messages for eloboosting
Is there a proper way to report this? It's pretty irritating to log in and see the guy messaging me knowing it is not my friend.

You can report it through a Support Ticket. Screenshot the conversation and attach it to a ticket under the category I have a question > Game & Features > General Questions. They will not be able to tell you what actions they take, but rest assured they will look into it. The owner can later submit an account recovery ticket.
Send a message to your friend first, get him to change his password and run a virus scan.
You also want to send a ticket to support.riotgames.com under general game questions-> account management, copy and paste the name and let them know what is going on.
