Dear Riot Please Explain

I have been thinking about this recently about honor and noticing a lot of players dawning their honor level 4 medals from being most honorable in their last game. Then it came to my attention that I, in fact, haven't leveled up once in honor this entire season, and am still sitting at level 2 with 3 ticks. I don't understand why this is though when I consistently play at least 2 to 3 games a day and get honored in almost every game and honor someone in every game. It's like my accounts honor level is just frozen in time. I know it's a small thing to worry about and overall doesn't affect much was just curious about why my level hasn't moved at all since the start of the season. Please Help

I should also note I have never been banned or even chat restricted which just adds to my confusion.

Not saying this applies to you, but one way that honour progress can be slowed is if you are getting reported - not enough to be punished, but enough to slow down your honour progress. Only other thing I can think of is that honours to/from premade friends count for much less than from randoms.
