Champ Select - Players going to different lanes

I was curious about this the other day as I didn't recall reading it anywhere, but some people I play with had said that if you queued for a role and then did not fill the one you got then it was reportable. I don't report people for breaking the meta or anything like that, but if (as has happened) someone joins and immediately takes another position saying "I only put that in for second position because I had to pick one" how would one report it? It typically happens bot lane, with someone choosing support then picking an ADC since they 'can't support'.

Granted if people are trying I likely wouldn't report it since, as I said above, I don't care about non-meta picks so go ahead and take a support Ashe or whatever. But if they're actively trying to take the role and disrupting the game would it be something the system would detect, or would we need to report it?
