Consequences of being toxic.
Last week, I got out of 13 days of ban because I were toxic and I'm not eligible anymore to get loot and crafting during games. Is that definitive? Or someday I'll can get loot during games?

Some day, yes. You have to play nice for quite some time before they let you get hextech rewards again, as right now you're only one step away from permaban.
You will have to wait and see when the status is removed off of you; keep a clean attitude in the game and it will speed things up for you.
Also, please refrain from whatever got you the last ban; this was your last warning and a permanent ban will result fairly easily.
