Does anybody at Riot actually pay attention to whom they're punishing and for what?

I think the tribunal is fucked up or something? I'm tired of getting chat restricted for either responding to negative attitudes or complaining about people not actually playing the game (literally). I've just come back to league after about a year or two and I'm currently trying to climb my way back to 30 as I forgot my account info from years ago. What baffled me at first is how much more toxic league had gotten since the end of s4. I come back to this fucked up meta where every champion is different now, and I have to deal with a bunch of bronze smurfs trolling each other and making the game rather lame for me. If any of you remember, blind pick calls are pretty much how it goes, and if I'm picking a lane, another dude decides he wants my solo lane or my position at ADC? A specific time I got chat restricted was when this Sion decided to invade the enemy jungle (invades are very popular under lvl 30? i dont fucking get it) but he doesn't tell ANYBODY and ends up dying. He then comes back and instead of pinging for help, starts stealing all my farm and I'm like "what the fuck?" granted I was in lane getting ahead while their bot and jungler were chasing him around--way too far bot for me to even be bothered when I was already in lane and 2 waves of minions had passed. Anyway, so this kid says that I deserve all my farm stolen/fucked up because I'm not helping him leash 4 minutes into the game and he ultimately had set me back further due to him also stealing XP. He would stay in my lane anytime I would try to be in lane and go back to the jungle if I were to leave. So I decided not to even try. I didn't feed, I just didn't really try. Their people sucked which is expected, this is low level as fuck, and we won even though it was essentially a 4 v 5. Why am I required to give in to such an immature fucks will because he fucked up and failed to communicate? I'm not doing shit, and I understand that league has gotten 50x more toxic in the last year and a half or so but holy shit, the tribunal system is fucked imo. does riot actually watch the games or do they just ban whoever writes the best bullshit story about what happened in the game? because it's getting old. Is ranked just as toxic now? I hope not, i know it used to be, but when I say this is bad, i mean I just got done playing a game where a kid got KSd accidentally once and then decided to stop playing and start intentionally feeding? lol I don't really care about muting people because then it fucks up my ability to pass on feedback and take it. I come from a place where shit talking happens from a very very young age and is traded back and fourth easily. These kids want to throw fire but can't handle the heat. I'm really just trying to play the game. lol
