perma chat bans

so when players are toxic, the issue is solved by perma suspending them. but this is flawed by the fact that it makes riot loes money, and players can just make another account and there is no limit or ban on how many accounts they can make, so rly what they r doing is forcing players to play on another acc rather than decrease toxicity in games. Instead of a perma ban a perma chat ban would tackle the problem more directly by actually stopping players from talking, rather than playing altogether, which is the main issue anyway right? You might say that communication is needed for good games but riot would argue that many games are played without a single word said because the ping system is very effective, and in ranked teams ppl are likely to hav Skype communications anyway so, chat would only slow them down. I think perma chat bans should replace perma bans for players who are extremely toxic and any previously banned player should hav their account unbanned and hav a perma chat ban put in place for the sake of treating players fairly regardless of the time at which they started playing league.
