Yes, you can report someone for that sort of behavior. If the jungler ganks, and taxes a wave, and then leaves... that's not really reportable. But if they stay in your lane and never return to the jungle, and you ask them POLITELY to PLEASE leave your lane so that you can resume farming and getting solo exp, and they flame you for that, you can /mute and report them for the flaming. It kiiiiinda counts as griefing I suppose, the sitting in your lane long-term, as it does end up assisting the enemy team by giving the enemy laner an exp advantage, and possible a gold advantage if the jungler isn't actually trying to help you kill the enemy laner or keep them from farming.
Now, be aware that if you flamed them back, and started telling your team or the enemy team to report them, then you are just as likely to be reported. If not more likely. So, while it's really frustrating when someone does things like this... it's best to just not say anything, and do what you can to work around it. Heck, if you've gotten a little bit of gold on you, go back to base, buy your first component and start jungling if you have to. Do what you have to do to win the game.
