Riot has to be consistent with their policy. If they banned people for playing 'off-meta', half of the playerbase would be gone. They can't just ban this guy when he isn't technically breaking the rules, even if you don't like him personally.

You mean this guy? He's in the top 4.5% of players this season, not to mention ending last season in Grandmaster (top 0.05%). If his strategy sucks so much, and is so troll and useless that he should be banned... you know just saying like... he's doing something right, and just because it's not the same thing that everyone else says you should do doesn't mean it isn't a valid playstyle.
