Why dodging champ select in ranked is not only bad for you

I might just be a silver scrub but I happen to find it so annoying when someone dodges cs AFTER the majority of people have locked in their picks (like 8/10 or so) including you. (Also just to add, I never select the champ I want to play in the new draft pick option where you select your champ to show it to your team or w/e it's called because of possibility of trolls and the thing I'm going to talk about.) And then suddenly almost your entire team is scattered, lets say you and the top laner got put in the same team again, and I know the possibility to be placed against the team you were put together before is veeeery unlikely but it still happens quite a lot (atleast for me) and if they're clever enough, of course they will ban the champs you and the top laner wanted to play so they can be safe. And this happens almost every time the team gets scattered. The only option to avoid this is to cancel from queue and wait another 10+ minutes (unless you want to play support), but maybe there could be something done with the system so it doesn't put the same people (neither allies, nor enemies) that know your picks in the opposite team? I mean this way it would be way less annoying to deal with queue dodgers imo.
