Really old post, but what I meant from my unbanned self and younger self was that riot does not help with tips or advertise positivity. I believe that Riot could use the tips as a way to prevent toxicity for real, not useless loading tips.
Everyone already has the ability to do this. Just don't hit enter, really not a hard thing to do. Riot shouldn't, imo, divert resources to creating such a system when it really isnt necessary.
you can practice not typing by ripping off the buttons of your keyboard or just having the mental capability to say I should just scream this out loud instead

You can mute yourself. You're pretty much muted every second that you're not typing. Why unmute yourself to talk shit? Just don't type in chat, bam, you're muted.
Bind the chat key to ALT+F4

This feature isnt something that completely changes everything , also dont fucking argue that "well why dont you just not press enter in the first place hehe bskfbewjbewjfbwjk" this would be a featue for already toxic players to reform .
Also this is a toggled feature , remember that . I want this feature to have taught people to have good intent instead of being real assholes to others , i am and could very well be a toxic player , i am not an angel , but i want this feature to have helped reform other people like me .

Yea, sometimes I tilt myself
Essentially I think RIOT should hand out small temporary chat bans like candy, they made a good decision trying to reward people for being nice, but it wouldn't be nearly as effective as just kindly inhibiting people from talking without pings
The other option I'd say is to not give yourself a reason to chat in the first place and just use the /mute all as soon as you get into game
