Can you report someone if you haven't been in game with them?

If this was already posted somewhere, I apologize. I couldn't find it. Feel free to send me the link if I missed it. I was wondering the question above. There was someone in one of my recent match makes that was trolling. I get it now and then in games, but they were being ridiculous... He first banned my champ for no reason, and proceeded to continue to troll me. They also started being troll-like to other people in chat. I took the bullet for everyone and dodged the game because nobody wanted to play with them. I however was never in game with them and couldn't find a function to report them. I assume riot is able to pull chat logs and see they started acting that way without even being provoked. Is there anyway I can report them? If a mod replies, that'd be amazing. However any answer I can get will do. If there's no way to do it, I'll remember that for next time and just enter game and take the wasted time just so I can report them. Nobody should have to deal with a troll idiot if they don't have to. Thanks for taking the time to read!

if you've got screen shots, then you can submit a ticket to https://support.riotgames.com -> general game question -> account management or something like that.

I wouldn't say you're an idiot--ignorant at most. Now you know what to do if you ever have someone like that in a lobby. I do wish that Riot made some function to report someone even if you haven't played a game with them. I've been in your situation before, dodging because someone displayed extremely toxic behavior before the game even started. From there, you need to go out of your way to report the person while they get to go into their next game and next, harassing and trolling until either people bend to their will or they are allowed to ruin a game and get reported in the post-game screen. Of course, I don't know how plausible that is, as there'd be an influx of reports, many false (as is with the reports now) and it would be difficult to set guidelines for.

Or even a vote to dodge if the majority vote. Then again I see that being abused as well. I just know that would have been one of those situations where everyone would have said yes(excluding the troll), because that person was an idiot. They were toxic in chat and as I stated previously, banned my champ for no reason. By this time I hadn't even said anything in chat yet. It's not the first time I've taken a penalty due to someone being toxic in the lobby. It does sometimes kill my want to play. I'll dodge and go fix a snack, quick bathroom break and be back with a few seconds to spare. By then I've completely lost focused and the will to play and sometimes just end up not playing.
