Change de perma-ban to a 1 year ban ?
but the player stay at level 3 ( 14 days ban ) i think it would be way better because in 1 year its a different person

Howso? If they are toxic they will more than likely be toxic still after a year, as well as trolls, and people who hack. Why give them the privilege of keeping their account if they continue to break the rules?
Then they might wait a year, instead of starting a new account and spending money.
To be fair as a person who got perma banned in the past. They give you so many chances to reform. I guess a year is a good option but when will toxicity end?? Anyways riot games might do something about perma banned accounts in the future.
