Leaving Ranked Games

I was 1-1 in promos, and i got into a game. My top laner was Ekko and he was ganked at lvl 2. I was close so I counterganked, but we died. Then he quited the game. From 4th minute we were playing 4v5, but we won the game. After the game ended i checked Ekko's profile . In last 20 games. he quited 8 times and ALL of those games were ranked. Every time he left game at lvl 1 or 2. HE IS RUINING OTHER PLAYERS !! RIOT GAMES , WHY IS HE STILL PLAYING ! HE NEEDS TO BE BANNED PERMANENTLY. Because of players like him ( and he is not alone unfortunately) people are quiting League. Riot please start taking those kind of players seriously and start punishing them
