Is this behaviour bannable?

Or at least punishable? On the screenshot below as you can see i was playing Kai'sa ADC in a normal and got fairly fed finishing my full build at 27 minutes mark. My team notibly Zoe Master Yi and Sion pinged a few times but whatever if someone hasnt played in a while may be surprised. The game got lenghy and hit 30 minut mark so ive decided to do baron and finish off Nexus in a final push. https://imgur.com/eDMMMpJ

I didnt even notice when our Thresh left the game and before i've realized what happened the game was over. My team surrendered despite me wanting to win and voting "NO", the 3 surrender votes were from premades as you can see they all have the same club tag. And before you say that its just normal game i dont care it may just be a normal game but it doesnt mean i want to lose it because some douches said so.

I just want to know if its punishable

People choosing to surrender is not punishable, it doesn't matter if they're a premade or not. The majority agreed to a surrender, and it's not against the rules to use the surrender mechanism as intended. This is one of the reasons why the main ranked queue is solo/duo - a premade needs agreement from people outside of their group to end the game prematurely.

our Thresh left the game

This is punishable. Leaving games is not acceptable, so I hope you reported Thresh. I don't think it's worth being upset at other people for wanting to leave because someone else quit. As fed as you were, it's still very much un-fun to try to win a 4v5.

People have been punished before when they force a 4 man surrender against a solo player to lose a clearly winning game.

That said, it doesn't seem like this is one of those cases. They game was certainly in favor of you guys, but the might of thought that without thresh, the game would have been a lost cause in a 4v5, so they surrendered.

Hard to tell with this screen shot alone, but your best bet is to report them, let Riot investigate and let them make the decision.

It's likely reportable or punishable, since they're making the game a negative experience for other players. It's pretty unusual, so I'd submit a Support ticket or message them on Twitter.
