Played against a summoner who banned my champion on purpose. Why are these repeat offenders here?

Title says it all really. A summoner when confronted said that they banned my champion because they could. Now they are free to continue harassing others. They are level 30 so it's clear riot has not stopped them from this negative behavior because one doesn't just turn 30 and decide it's time to become negative to the community.
