can u report someone for dc because of internet problems because if they are lagging its not their fault or does it not matter?

Well if they d/c leaverbuster will take care of them. I guess you could report them if you wanted to but I doubt they'd get punished
You can report somebody for it yes but it is unnecessary, the game records disconnects and automatically logs them without any reports.
If it happens once in a blue moon you're unlikely to get punished for it.
If your connection is so bad that you can't finish 99% of your games without DCing you shouldn't be playing the game as you are knowingly taking the risk that you will ruin the game for the other players when your connection craps out.
