Your best bet to get more information is to submit a support ticket. Riot only responds to a small portion of threads on the forums and there is nothing anyone else can do for you with this.
A quick googling shows that you are having credit card issues. You tried to buy RP and it didn't go through, so you've been banned untili t gets resolved.
