Tribunal is not as effective as it used to be

This community is horrible. I just played a game where I had a very toxic player that went on about my mother. He kept going on and on about it and it made me very sad. It had such a huge impact on me that I came to the support forums to find a place where I could contact riot about the horrible community that league of legends has. I remember when toxic players would be punished for their bad behavior because I was one of them, and because of the lack of punishment that the tribunal offers, I have recently been more toxic to my teamates because there is no bans to stop anyone from being toxic in game. It seems to me that riot is only banning popular players and no one in the rest of the community is getting punished for having a bad influence on the community. I know if tribunal banned people as often as back in 2012 I would stop being toxic to my teamates. Please do something about tribunal and not just give out rewards for being good in game.
