Where can I report someone out of game?

So, after my last game the guy who was non-stop all chatting how bad his team is added me to say the following... Is there any way to make sure people like this get chat banned? Or preferably perma'd. =) But probably just a chat ban at least.

You should not post usernames on the forums, you could get shut down for starting a witch-hunt.

Submit a support ticket. I have no idea if this does anything, but you might be able to get someone to manually review that player's account.

Otherwise, yeah all you can do is report them in post-game lobby.

Submit a support ticket under "general questions". Upload any screenshot that you may have. People saying you can only report at the post-game lobby are misinformed.
