Bot program, is it legal or illegal?

I usually play in 'vs intermediate AI'.

But, lots of player in this game are 'Bot program user'.

I don't understand about Riot's management.

As I know, Riot declares 'illegal program will be punished' like 'helper program'.

I know it is different to Bot program, but they didn't care about bot program.

I think it isn't consistent policy about illegal program.

Bot program users get 'IP & EXP' as free. it is obviously unfair things. but Riot doesn't care about that.

Please manage illegal program policy consistently.

Riot does care, and bans botted accounts in waves.

The problem is that it's not enough. The people who purchase run the bots get payed by the people who buy them, so they don't care if the account gets banned. The people buying bot-leveled accounts don't care that much, as many of them are using it a smurf to mess around with.

They do care and they are consistent. It's one of those things where they pop up as fast as you ban them and evolve past your defences. The technological era general problem.

RIot bans bot acounts in waves without syaing how they detect bots so that people can't build around it.

Is that what it is!? I thought it was just trolls! I really think Riot needs to look at this.
