So the following just happened to me about 5 to 10 minutes ago. I was about to hop into a game but then as the game was about to start, the power went down. About 10 to 15 minutes later the power went back up and as I logged back in I noticed I've had a 5 match cooldown which is 20 minutes each. As I feel this is not deserved is there any way to have it revoked?

Nope, deal with a 60 minutes of que. The system is automated and riot doesn't care about people's power issues their response is along the lines of "You shouldn't be playing if your power/internet" is at risk." Hell my friend got permabanned for fucking feeding when his house was on fire. Yes literally on fucking fire. And because he wasn't moving he got killed and then dc'd so it looked like a feeding ragequit. I strive to give as little fucks as riot.
Problem is there's no way to tell the difference to an intentional leave to a power outage. So to be fair, it's all treated the same. Otherwise people could rage quit by just pulling the plug on their computers and claiming power outage.
