Is it just me or is silver toxic?

So in the past few games, I went by a few toxic players/negative attitudes. In champion select, they always say they are going to go a troll pick, for example, renekton adc. Than when they pick, they pick renekton, and lock in at the very last second soraka. In game, every small mistake I do, they keep on flaming at me like crazy. This toxicity sometimes even makes me cry (its true) Also, they complain a lot. If someone manages to escape, they keep on spamming hacks. This is come crazy stuff that happens in my ranked games, and I really don't like this behavior. I want this community to change a but.
