Penalties for autolocking?

Not really sure who to email or where to put this but I have had this issue for a while now. Throughout my league experience (since S3) I have always noticed that occasionally people would autolock if the didn't get the role they wanted, to be clear I'm not talking about misunderstandings but blatant disregard of of calls and sometimes just obvious trolls. The point i want to make is that often I will want to try learning a certain champ in a certain role but will be unable to because of an autolock. Then I am left with a choice, play whatever is left, or dodge and serve a penalty. I find this a fairly flawed system and was wondering if there could be any changes to penalize autolockers instead of forcing players attempting to be courteous to adapt to them.

there is no penalty for autolocking.

and back then there was team builder for a scenario like this. too bad they removed that feature. Though i think (don't quote me on it) they'll bring it back later after they've gotten enough statistics / fixed all the bugs with the new draft.

You people that say "autolock" make exercising my player power by selecting the champion I want faster all the more satisfying. Also, can you point us all to a post the describes the "system" implemented to which autolocking justifies a penalty?
