Reporting players and Block lists

I recently played a normal draft game. I was verbally abused by two members of my team. I muted the first offender only for his friend to continue the harassment so i had to mute them too. Made my game very unenjoyable. So at end of game screen they talked some more and i filed a report.

Now I queue up for another game and get in. I find myself laning against the person that i just reported? I didn't realise until they starting talking again through all chat, saying i lost them that game and that I was bad and all that.

I was amazed that i was put in the same game as someone that i had just written a lengthy report about (something i really don't do often) and was wondering why there isn't something in place to prevent this. It ruined those two games and made me feel shitty enough that i wanted to create a discussion. I know there used to be a block list but it doesn't seem to be in the new client and if someone is blocked does that mean that i will no longer queue up with them ever again?

The block list is available in the new client, you need to click the settings icon above your friends list to access it.

Blocking someone doesn't make it so that you won't be able to play with them. The reason is that, at the highest level of play, players can abuse this feature to manipulate the players they are put against, making for easy wins.

I understand your frustration though, it's happened to me before as well. I like to wait a few minutes after I get someone like that so that there's a lower chance of us getting paired up.
