Is it just me or does everyone spend 15 mins just to get into 1 fuking game, People kept dodging :/

Most likely it's because rito requires you to lock in your picks and bans. If you don't lock them in, it's like you've dodged.
They had to do this because in about a month, rito wants to be able to say "wowee, our new dynamic queue is so good, look at these statistics that show how queue times and toxicity are down!" But if they didn't require you to lock in, then 6 bans across 6 players and then 10 people picking champions one a time could take like 15 minutes every game.
The new look of the champ select, getting assigned a role, and being able to play with multiple friends is nice, but splitting up the bans so that "everyone feels included, just like an episode of Barney" is stupid, preferred champion picking at the beginning is just baiting people into getting their favorite champions banned, everyone picking one at a time drags things out even more, and having to lock in picks/bans is stupid too.
