Accounts that are permanently suspended are usually not unsuspended under any circumstances. In a few cases, players who have filed appeals for behavioral suspensions have received reduced punishments when the punishment is escalated (ie. skip chat restrictions into a permanent suspension), but in cases where players display consistent toxicity and go through the different punishment tiers, the chances are slim to none.
