Soooo gold 3 series this guy is literary toxic to the bone. Said my whole family deserved cancer, so on and so on. idk where to go to report this guy on another level, i already did in game but is there another way?

Go to riot support, you are not allowed to name players on here that you believe should receive punishment.

Player reporting/shaming is not allowed here on the boards as per the Universal Rules, so I've gone ahead and edited out the other summoners' names and replaced them with Players 1/2.

You can submit a ticket to Player Support if you so desire, but if you reported them through the in-game report system, then you've done your job. The in-game report system is definitely the most effective way to report players who exhibit behavior like this.

They aren't, which is why you need to use the report function. Riot can't ban someone is they aren't reported. Also just because they aren't punished right away doesn't mean they are getting away with it. They'll eventually get caught.

I'm guessing that guy didn't know that the pre- and post-game lobby chats are actually recorded. Whups! Just a bit of an fyi, when you report someone who is saying things like this in the post-game lobby, you can always type something in the additional comments field of the report to the effect of "hate speech in post game lobby." (using whichever report category the player falls under: hate speech/death threats/instructions to self harm/etc) While those chats are not provided in the Reform Cards, they are stored and can be reviewed at any time by Riot Support Staff.
