Report a Really Toxic player outside of match

Hi!

I'm a bit confused here. Is this a right place to write a ticket to report a player who was really toxic outside of match (swear/curse etc)? I have a screenshot when he texted me in chat.

From what I know you report them in the match end screen by a little red exclamation point next to there name (Or near it at least) if you don't do that I think there just gone until they beat up some other stranger and they remember to report.
