level 20 dishonorable...by 30 back to lvl 2?

depends on whether you are getting validly reported throughout your games.
Ima go... no
If you pop off and hard carry every single game, getting 4 honors while being kind, sure, you can do it. But that's not really a big enough timeframe to realistically do it in.
