Does time impact your play?

A friend of mine and I were having a discussion about what makes a League player improve at any rate. Both of us are currently enrolled in school, which I think also inhibits my time to improve, but he has exponentially more time to play than I do and as (in my opinion) a result he exceeds me by a mile in skill.

I currently average around 30 minutes a day, while he can play up to 2 to 3 hours. Just as a general question to for discussion, what rank are you and how often do you play? Do you have work or school too? I feel as though some people are naturally talented, while at the same time a lot of people may not be at the rank they desire because of IRL obligations.

EDIT: I am Gold V and like I said, average 30 minutes a day and am in school (mostly why I don't play much). My friend is Plat V and averages 2-3 hours.

Yes and no. Depends the quality of your practice. I've played about 5-10 hours a day and am scrub.
