Is it possible to report players who you didn't play with, but they used racial slurs in lobby so you just dodged.

screenshot it and send a ticket to https://support.riotgames.com -> general game question -> account management (or something along those lines), it will be forwarded to the proper department.
What the fuck? You are reporting a person who you weren't even in a game with. Grow up.
