If a player is being a straight arse outside of the game, let's say in lobby chat or in a chat box by accidentally accepting the said players friend request can you report them in a ticket or something if you screen shot these events?

you cant do anything. people say you can send a ticket to the riot support, but they dont do anything.
probably not because the in-game log is recorded but I don't believe the lobby chat is. Meaning people can frame someone by being rude as well but only taking a screenshot of what the other person said to make them look like the bad person.
have you considered that it might be that they were just being sarcastic or joking around?
It could just be a cultural thing. Like for instance my friends from chicago always sound like they are insulting each other, this would not fly with my friends from the west coast or south east who don't understand things like sarcasm and such.
Why not just mute them after the first message?.....
