Ridiculous Punishment with Low Priority Queues

I recently tried to join a nemesis draft and my internet crashed. I understand this and waited the 20 minutes (kind of ridiculous for a first time dodge for the day and in this mode) to join another match in the same game mode. I joined another lobby and then began selecting a champion for the other team. I was trying to communicate with my team to see whom they could all agree on for me to give to the enemy. I ran out of time while doing this. I was completely flabbergasted to see a 2 HOUR BAN! 2 HOURS!? Are you kidding me? As a regular player I find this penalty to be ridiculous. I'm all for smoothness of game play and trying to phase this sort of behavior out of the game, but my second dodge (albeit accidental) I must wait 120 minutes? Yes, I'm aware you do not lift bans from accounts for whatever reason. I just think this sort of punishment is just ridiculous. This game mode is supposed to be simply for amusement and not very competitive so why is this punishment like I just went afk in the middle of a ranked match to go to the LCS? Absolutely appalling.
