I just got my account restricted and after looking through my chat log the only thing that I could possibly get restricted from was quoting the player I reported in the report log (Not even in game chat). Is that a fair system? I get punished for trying to give a descriptive reason to report the player. This was also with a toxic four man that all reported me, so I understand the combination but I was not toxic in game.

Ok, I won't go line by line since it's clear why you got banned. Blaming. Telling people how they never help few times in the same match is blaming. And no, context doesn't matter. If you flame or blame and get reported, you can be banned, because Riots ban system doesn't care what context is.
Only advice I can give you, if someone flames you, mute and report, do not reply. Never reply. And if you think your team doesn't help you, just ask them nicely, once. Something like "can you please help me?". Do not try to justify why you lost your lane, just ask for help and if they don't, ignore them.

My only frustration now is that the people that told me to kill myself that I reported in game and through support and was told would be taken care of are still playing. And not restricted. Want to know how I know? They put me up against them and dealt with similar issues except I couldn't talk if I wanted to. They could freely.
