A very big toxic player not even getting a penalty?!?!

So there was this kid in a game I played as Zed 21/02/2018. He was very toxic towards me just because I was impressed by how he killed me alone even though I was a lot stronger and I said "your death wish has been made" just to challange him and then for some reason he starts to be toxic saying ez 1v1, calling me bad cause I didn't kill him in a 1v1 and all that. He was doing his best to piss me off while I tried to stay tilt-proof and not get corrupted by him being toxic back at all. My brother got banned once for being toxic in a game. My brother was just a little bit more of a toxic player but there was one other difference, my brother was toxic towards his own teammates and this guy I'm trying to get banned was toxic towards an enemy and is being toxic against an enemy less riskfull to get banned? Cause to me that sounds like bullshit! Please go and rewatch my game and see what you think this guy deserves as a penalty, be sure to tell me as well so that I can see how other's scale toxicity.

Punishment is based on SEVERITY and FREQUENCY. Unless zero-tolerance word was used, no one will get banned for one game. You'd have to demonstrate a pattern of behaviors to even get banned (again, extreme toxicity and zero-tolerance keyword notwithstanding). Your brother and that person do not have the same toxicity history (the one game, a pattern does not make) and thus they are not going to be punished in the same way.
