Low Prio Q (Question/Request)

I'm in once again another low prio Q for League. This is my 2nd one and I need to understand something but a little background first. The first low prio Q I'll admit when I got it, the last game I actually received it for was a left game. Because honestly I'm tired of kids being annoying so I quit, yeah I know it doesn't make it right but sometimes I personally feel like Riot doesn't understand how SOME games actually go. Second this low prio Q I've never raged from a game, or had to leave because of a family emergency. I am now at a 10 minute low prio Q and I was wondering if I could get out of it and where is the right location I can find it on the forums or whatever, I've recently had bad connection on my end and literally been dcing during my games and I've been coming back to ALL my games and not quitting. I would like to get out of this 10 minute low prio Q if someone could just link me into the right direction to appeal this action taken against my account.
