I got banned even though it was not me who was playing that game, i was away on vacation, and my account was hacked for 2nd time and i cant do anything about it please help me.

Also ask support to change your email and login user name (not IGN)

Here's a link to Riot's Support site. Filling out a ticket there is your best bet.
