I had 3 accounts and they all got banned and on this account i had spent 20 dollars on it and i really want my account back banning me doesnt do anything i can just make a new account. I shouldnt get banned if i spent money on this game

You paid for Riot's merchandise, not a "Ban-Immunity" account status.
The fact that nothing will stop you is precisely why you're not getting anything back; Riot will not refund money spent, and they will not remove a punishment that was not done in error. Continuing to exhibit whatever behavior that got you banned before will just get you banned again, and you will never get back any of the time or money spent.
If you want to spend money on the game, enjoy the experience, and keep all the effort you put into it, you're going to have to make some changes to your behavior. Nobody is beyond reform, and as soon as you do I promise you'll enjoy the game much more, if not only due to the fact that you won't lose your progress over a permaban.

You were banned for most likely being toxic or a leaver (Of which I don't know since you didn't state it).
Maybe clean up your behavior and you wont get continuously banned. YOu don't get special treatment just because you spent a little bit of money.

If they permabanned you it's likely because they warned you plenty of times already and you didn't listen or learn. Hopefully making a new account for you will be your chance to learn.
