Camping a disconnected player..

Hey guys, so i was playing a ranked game the other day. i crashed during the loading screen and was late to the lane. fizz was lvl 3 and i got dove by skarner as soon as i got into the lane. Then at lvl 6 skarner flashed in and pulled me from the turret and fizz ulted and killed me. At that point the lane was pretty much over so i just sit way back behind the turret and warded at raptors. But then their bot lane came mid as well since they took an early bot turret and dove me again. At this point i was 0/4(im a feeder yes i know) and my bot lane was flaming me. Jg wouldnt gank because he said there is no point to help me since fizz is so ahead. So im just wondering, is this harassment and reportable? or justified as snowballing a lane's advantage?

Unfortunately No. It is the job of the opposing team to demoralize their opponent, to get ahead and hopefully win. In this case, you won. So losing was the punishment they had for being cocky and overconfident for thier early, and meaningless, kills. Good thing your team won and didnt flame you for not doing well. Getting 0/4 in a few minutes does not make you a feeder.

Don't start harassing the jungler when you DC and feed. Junglers don't help losing lanes when ELO is on the line.

Being flamed for being camped is not acceptable on the part of your botlane, and that would be harassment and therefore reportable. However, your jungler is correct in that s/he shouldn't be ganking a losing lane so their Fizz doesn't end up snowballing with a free double kill.
