Unable To Recieve LOOT

So I was playing on my smurf after I was permabanned, note I never played this smurf since season 4 or 3. I've had previous chat restrictions but that just it. I have never been reported since and I cannot receive loot anymore, I am hardly toxic and or just fooling around when I'm talking. I've missed my chance to get 4 chests and over 3 key fragments due to this. This system is broken as well with tribunal I think riot needs to fix their stuff.
