Would you play the game if as a brand new player you had to wait 15 minutes to get into a match?
I understand it can suck when you're placed against players that are much more experienced than you, but the truth about low level matchmaking is that there simply isn't a whole lot of people in low levels playing at the same time; the vast majority of players are already level 30. Matchmaking tries to place you with similarly experienced players, but as the queue times get longer due to a limited amount of them in the queue it expands its search into less desirable matches.
The unfortunate truth is that if matchmaking too heavily prioritized similar levels, the queues would be so long that newer players would not want to play the game at all. Personally, I recommend playing more Co-op vs. AI when there aren't as many players online (during work/school/sleep hours for the region) because there tend to be a large amount of newer players there and it's easier to find matches since it only needs 5 people.
