Riot, a few years back, you gave a reward to non toxic players.
For this coming year, perhaps you can do something similar.
How about players get a one time use coupon, for 50% anything in the shop (excluding Ultimate skins of course)?
Hextech loot is partially considered a reward for good behavior, as anyone recently punished is ineligible for it. It's very possible that they've decided to not do additional rewards because of that.
I mean they usually don't tell us in advance if they will give away stuff mainly because people shouldn't be expecting anything. If anything they at least do something once a year. When that will happen is anyone's guess!
